Conference Focusing on Residential Services Held at County Center [top of page] |
On December 1, 2004 Westchester County Single Point of Entry and Single Point of Return Committees sponsored a conference titled:
Transitional Planning For Youth In Residential Care "Residential & Community: Partners In A System Of Care". . The conference was supported by Coordinated
Children's Services Initiative (CCSI) grant.
Dr. Jennifer Schaffer, Commissioner of DCMH and Mrs. Nancy Travers, First Deputy Commissioner DSS
welcomed the 165 residential providers, community agencies, school districts, county administrators and
parents and youth in the audience. Keynote speakers Dr. Martin Leichtman (Private Consultant, Kansas)
and Mr. Raymond Schimmer (Executive Director Parsons Child and Family Center) presented on the
chaining model of residential services. The audience was treated to a very special panel of Youth Forum
members and Family Ties parents who experienced residential placement. The afternoon included two workshops titled:
Meeting New Challenges" Integrating Residential Treatment within a System of Care" and
Effective Planning For Transition Back to the Community - Single Point of Return Process.
The conference was sponsored by Westchester County Single Point of Entry (SPOE) and Single Point of
Return (SPOR) committees. Both committees are part of Westchester's System of Care structure that help to support children and families.

Juvenile Justice Focus of DCMH Fall Forum

The Mental Health Fall Forum, held at the County Center on Oct. 19, featured Joyce Burrell, Sr. Juvenile
Justice Advisor for the Technical Assistance Partnership for Child and Family Mental Health. Her presentation focused on the system of care for Juvenile Justice Youth and was well
attended. In addition to the large group presentation in the morning, Ms. Burrell met with a small group of juvenile justice agencies and children's mental health staff in the afternoon and
she visited Non-Secure Detention the following day, where discussions focused on how to incorporate direct family involvement and more strength-based, system of care work. |

Thirty-two service providers representing agencies and programs from a wide range of systems, including early
childhood, homeless services, day treatment, mental health clinics, child welfare, and two family advocates completed and graduated from the 24-hour System of Care Orientation Training which was
started in October and was presented over eight sessions. Session topics include System of Care, Wraparound, Network/Child and Family Team Facilitation, Cultural Competence, Cross-Systems
Work, Working with High-Risk Populations and Worker Wellness. The orientation, sponsored by DCMH Children's Mental Health Services, is held every Fall and Spring. For additional

The Westchester Cross Systems Advisory Group is proud to announce that it will be offering a 4-day
series of training titled, "Multiple Challenges: Working with Children who are Developmentally Disturbed (DD) and Seriously Emotionally Disturbed (SED). The Westchester Cross Systems
Advisory Group is comprised of concerned professionals and parents working to bridge the gap between two service delivery systems on behalf of children who are DD and SED, and their family
members. The challenges of providing sound clinical treatment and effective interventions are only compounded by the need to work cooperatively with providers in two different
systems. Training opportunities are available on multiple levels are open to those working with dually diagnosed children. For more information contact John Alterman, WJCS at 949-7699
